The public counter is now open for walk-up assistance from 8 am to 12 noon Monday through Thursday, with modified policies and procedures. Appointments are available in the afternoon.

  • All members of the public will be required to check in before entering the building.
  • Anyone entering the building must wear a mask, follow social distancing guidelines, and be free of COVID-19 related symptoms.
  • The number of people permitted in the lobby at the same time is limited. Please plan to send only one representative into the lobby at a time, or call to make an appointment for more than one person.

Most Community Development business can be conducted via phone, video conference, or email. Please call to speak with a staff member who will help you determine the best course of action. For Business License Customers:

  1. Please call the Planning Division with questions at 714-548-3247. Most Planning Division employees are working remotely at this time. If your call is not answered, please leave a message and your call will be returned. You may also email for assistance.

For the Building Division:

  2. If you have an active project, please contact the staff member you have been working with by phone or email.
  3. Building inspections are available on a limited basis. Inspections that can be done via video or image sharing will be permitted if the inspector determines that evidence is sufficient. Outdoor inspections where a minimum distance of 6 feet can be maintained by the inspector will also resume until further notice. All inspection requests will be responded to by phone to determine possible options. Thank you for your patience.

The Community Development Department plays one of the biggest roles in assuring Westminster remains a livable, competitive and sustainable City well into the 21st century.  Accomplishing this takes wise planning and efficient service.  The Department works closely with other City departments, the City Manager's Office and the City Commissions in establishing and carrying out goals that will preserve Westminster's quality of life.

The Community Development Department is responsible for providing services in land use controls, building construction regulation, administration, Community Development Block Grant (CDBG) funds, and low/moderate income housing. 

The Community Development Department is overseen by Alexa Smittle, Community Development Director.

Building Division

Building Division ensures the health and welfare of the residents and the businesses by providing services in issuance of building permits and business licenses. The services include helping applicants through the process in an expeditious manner while upholding safety laws and City regulations. The Building Division staff is available to meet with you and answer your questions at any stage of your project. The Planning Division is involved in a wide range of activities, from the physical development of the city to complex policy and research activities.  The Division also advises the City’s Planning Commission and City Council on various topics, including architecture/design, environmental analysis, and land use.  A central part of the Planning Division’s role is implementing the City’s comprehensive general plan and zoning ordinance.More Information
