Westminster is a General Law City governed by a Mayor and a four-member City Council. All elected officials for the City of Westminster serve the City for four-year terms, which are staggered.  The City's municipal elections are generally held on the first Tuesday in November of even-numbered years.

District Elections

On December 18, 2019, the City Council adopted Ordinance No. 2562 which established four (4) City Council Districts, a By-District Election System for members of the City Council and provided for the Mayor to be elected City-wide.

On March 23, 2022, the City Council adopted Ordinance No. 2585 which revised the four (4) City Council Districts. This revision was implemented based off of the 2020 U.S. Census data process called redistricting.
