Animals
- Does my dog or cat need a license?
  Any dog four months of age or older that has been in or established residency in the city for more than fifteen days must be licensed with the City of Westminster. Dogs that are visiting for less than fifteen days must not be licensed, however, must be wearing a current license tag from the city in which it resides.
  
  Cats do not need to be licensed.
- Does the City have any dog parks?
  The City of Westminster does not have off-leash dog parks. Dogs are allowed in all of our parks as long as the dog is kept on a leash no more than six (6) feet in length and in the hands of a person capable of controlling the dog. Always remember to pick up after your dog.
- How do I adopt a pet?
  The Westminster Adoption Group & Services (WAGS) has pets available for adoption. Please keep in mind that you must meet certain criteria to be able to adopt a pet. Please call WAGS at (714) 887-6156 to get more information.
- How do I apply for an animal maintenance permit?
  If you wish to maintain more than the legal limit of pets allowed, you must apply for an animal maintenance permit. You may request an application in person only at the Police Department front counter. The non-refundable permit processing fee must be paid at the time of application. It takes approximately 30-60 days to complete the process. At the discretion of Senior Animal Control Officer, the permit may or may not be granted.
- How do I complain about barking dogs or other noisy animals?
  If a neighbor's pet is bothering you due to noise, it’s preferable that you first try to contact the neighbor personally to see if the problem can be resolved prior to filing a formal complaint with Animal Control. If you have already contacted the neighbor and the problem has not been resolved, contact Animal Control to file a complaint. If you are complaining about a barking dog, you must fill out a Barking Dog Information Report to formally file your complaint. The Barking Dog Information Report can be mailed to you upon request, obtained online, or you may come to the Westminster Police Department front counter to request one.
- How do I get a license for my dog?
  You may obtain a license online.
- How do I give my dog or cat away for adoption?
  Animal Control currently does not offer an owner relinquishment program. If you need to surrender your pet, you may do so by transporting the pet yourself to the Westminster Animal Care Center. Please contact them at (714) 887-6156 for further information and the fee schedule for pet relinquishment.
  
  Please keep in mind that adoption is not guaranteed. Many health and behavior factors are taken into consideration before a pet is deemed adoptable.
- How do I have a deceased animal removed?
  Contact Animal Control at (714) 548-3201 to have a deceased stray animal removed from your property. Request for disposal of owned deceased animals is provided, however, a disposal fee is charged. Contact Animal Control for information on this type of service.
- How do I report a stray dog or cat?
  Contact Animal Control at (714) 548-3201. If no one is available to answer your call, you may leave a message and an Animal Control Officer will follow up. Messages are checked several times a day. If your call is urgent, such as the stray animal causing a traffic hazard or is aggressive, please contact Police Dispatch at (714) 548-3212.
  
  There are no leash laws pertaining to cats. If you are reporting a stray cat that is able to be handled safely and would like it to be picked up, contact Animal Control. The cat must be confined in a transportable container such as a sturdy box or carrier.
- How do I report an abused or neglected pet?
  Contact Animal Control at (714) 548-3201 to report the incident. You will be asked to provide the exact location of the pet and a description. If the matter is urgent and requires an immediate response by an Animal Control Officer, contact Police Dispatch at (714) 548-3212.
- How do I volunteer to work with animals?
  The Westminster Animal Care Center and Westminster Adoption Group & Services (WAGS) has a volunteer program. Please contact them at (714) 887-6156.
- What are the leash laws?
  All dogs must be on a leash no longer than six (6) feet in length, and in the hands of a person capable of controlling the dog whenever on public property. Dogs and other animals cannot be on any private property without the consent of the property owner.
- What are the limitations on the maximum number of pets permissible?
  The City of Westminster allows up to three dogs over the age of 4 months or three cats over the age of 4 months or any combination thereof. Any more than that would require the pet owner to apply for an animal maintenance permit. If you have, or maintain, more than the number of pets allowed without a permit, you are in violation of Westminster Municipal Code 6.12.020 and may be subject to citation.
- What can be done about stray feral cats?
  Feral cats are wild and most of time cannot be handled safely. Cats will not be picked up unless properly confined. Animal Control provides traps for rent to Westminster residents on a first come first serve basis. Please call Animal Control prior to coming to the Police Department front counter to make sure a trap is available. Valid identification and a deposit are required for the issuance of a trap.
- What can I do about nuisance wildlife coming onto my property?
  Animal Control does not respond to calls regarding wildlife unless it is deceased, injured, or orphaned. If you are reporting injured wildlife, it must be confined placing a box or other such item like a laundry basket over it. If it is able to be handled safely, you may place it inside a transportable container such as a sturdy box or carrier. Once the animal is properly confined, call Animal Control at (714) 548-3201 for pick up.
  
  Residents are able to trap wildlife in humane traps and relocate it themselves. Animal Control will not relocate healthy wildlife that has been trapped. If you are uncomfortable or uneasy trapping wildlife, you may contact a licensed private animal trapping and removal service found in your local yellow pages or online.
  
  If you are reporting mallard ducks, please keep in mind that they are federally protected birds and in most cases cannot be removed. Animal Control is restricted by the California Department of Fish and Game to remove healthy wildlife from private or public property. If you have questions about wildlife removal, contact the California Department of Fish and Game at (858) 467-4201.
- What do I do if I have a problem with rats and/or other pests?
  You may contact Orange County Vector Control at (714) 971-2421 for rat problems. Any other type of pest removal, such as gophers and mice, is the responsibility of the property owner. The property owner may contact a private pest control company for these issues. Other types of wildlife may be protected by state or federal law. Contact Animal Control at (714) 548-3201 to discuss your individual situation.
- What do I do if I have a sick or injured pet?
  It is the pet owner's responsibility to obtain veterinary care for the sick or injured pet. There are many local veterinary offices that can care for your sick or injured pet. If your pet becomes sick or is injured after hours or on a weekend, search online or look in the yellow pages for 24 hour emergency veterinary facilities.
- What do I do if I have been bitten by an animal?
  If you have been bitten by an animal and there is a skin break, Animal Control may have to quarantine the animal or have it tested for rabies. Dogs and cats are routinely subject to quarantine if they have caused a skin break with their teeth to a human. Dog owners having knowledge that their dog or cat has bitten another person are required to report the incident to Animal Control immediately.
  
  Not all animals are subject to quarantine. Animal Control does not routinely examine low risk animals such as rabbits, rodents, hamsters, or guinea pigs. To report an animal bite, contact Animal Control at (714) 548-3201.
- What do I do if I have lost my pet?
  Contact Animal Control if your pet is missing. We will create a lost pet report with the pet description and owner information in case the pet is found at a later date. If you are missing a pet, please make a strong effort to personally check the Westminster Animal Care Center and any other shelters nearby.
- What do I do if there is a dangerous animal on my property such as a snake?
  Contact Animal Control at (714) 548-3201 to have the animal removed. If no one is available to answer your call, you may contact Police Dispatch at (714) 548-3212. Try to keep the dangerous animal under observation until the Animal Control Officer arrives, but do not approach it.
- What information do you provide about rabies?
  Rabies is a viral disease that can affect most warm-blooded animals. In the US today, most cases are found in wildlife such as bats, racoons, and skunks. Vaccinations for this disease are readily available for your pet, and are required by state law. Please see the Orange County Animal Care for more information on rabies and locations to low-cost pet vaccination clinics.
- Where can I get my pet spayed or neutered?
  Most veterinary hospitals offer spay and neuter services. Search online or check your local yellow pages for veterinary hospitals that offer low cost spay and neuter services.

- Who do I contact about bees?
  There is no public agency that will remove bees from private property. If the bee hive is on private property, the property owner is responsible for contacting a private pest control company or a private bee keeping service for the removal of the hive.
  
  If the bee hive is on public property, you may contact the City of Westminster Corporation Yard at (714) 895-2876. They will contact the appropriate service to eliminate the hive.
  
  If bees are actively swarming and attacking humans please call 9-1-1.

- May I pay a city bill online?
  Water bill payments may be made online, by phone, in person at City Hall or by mail. - Do I need a license to work from home?
  Yes. Westminster allows some home occupations in residential areas. A home occupation is an occupation or a business activity that does not bring customers or clients to your home or cause disruption to the residential character of your neighborhood.
  
  A Home Business Permit and a business license are required before a home business can begin operation. The permit and license can be obtained from the business license office at city hall. For information about the type of uses that are acceptable as a home business, please check the City Home Page under Municipal Code, Chapter 17.60, or contact Planning Division at (714) 548-3247. For information about business license regulations such as fictitious name, please check the City's home page under Business Licenses, or you may contact the Business License Division at (714) 548-3258.
- Do I need a permit to film in the city?

  To obtain signage, you will need to submit plans for your proposed sign to the Planning Division and Building Division. Once plans are approved building permits will be issued and you may install your sign. - How do I transfer my business to a new owner?
  City business licenses are not transferable. You would have to close your account, and the new owner would have to purchase his/her own license. You may contact us at: (714) 548-3469.
- I would like to buy city surplus goods.
  Surplus items are disposed of through private auction companies throughout California.
- May I put up a sign for a yard/garage sale?
  Yes, signs are permitted subject to the following restrictions:
  - No signs advertising a yard/garage sale shall be placed on any public property, including but not limited to, utility poles, street name signs, traffic signs, trees or walls.
  - Only one sign is allowed per each property.
  - The total sign area shall not exceed 4 square feet.
  - You must get the property owner's permission, if you place a sign on other people's property in your neighborhood.
  - You are responsible for removing all signs at the end of the approved period for each garage sale.
- What is a "Certificate of Occupancy" permit?
  A "Certificate of Occupancy" permit is a document that is produced by the Building Official after completion of most new construction, or if there is a change in occupancy type (as defined in the Building Code) within an existing structure. Exempt from this permit are new single family homes, residential garages, and storage buildings.
- What is a conditional use permit (CUP)?
  A CUP allows a city to consider special uses which may be essential or desirable to a particular community, but which are not allowed as a matter of right within a zoning district, through a public hearing process. A conditional use permit can provide flexibility within a zoning ordinance or enable a municipality to control certain uses which could have detrimental effects on the community.
  
  In reviewing a CUP application, City staff and the Planning Commission will evaluate such issues as building placement, building size, traffic generation, noise, hours of operation, parking, circulation, landscaping, overall compatibility of uses with adjoining properties and other related development impacts. Conditions may be imposed as necessary to insure that the proposed use will be compatible with the environment.

- What are the city restrictions on operating oversized vehicles?
  The operator of any oversized or overweight vehicle must obtain a special permit from the Traffic Engineering department at City Hall to operate the vehicle within the city. WMC 10.44.250. No commercial vehicle may be parked on any city street in excess of 2 hours, except when loading or unloading, or in the performance of a service.
- Where can I obtain traffic count information?
  City-wide flow maps can be obtained at the Public Works counter from the Traffic Engineering Division for a nominal fee. If all you need is the traffic volume at one or two locations, you can call Traffic Engineering at (714) 548-3464, or (714) 548-3465.

- What should I do during an earthquake?
  If you are indoors, stay there. Get under a desk or table, or crouch down along an inside wall or hallway. If you are outdoors, get into an open area away from trees, buildings, walls and power lines. If you are driving, pull your car to the side of the road and stop. Avoid overpasses or power lines. Remain inside until shaking is over. If you are in a highrise building, stay away from windows and outside walls. Get under a table. Do not use elevators.

- Where can I get sandbags?
  Sandbags are available at the City Yard, 14381 Olive Street, Westminster during inclement weather. Sandbags are limited to 12 per resident and identification is required.

  The Midway Sanitation District provides a monthly bulky item service for the disposal of some appliances and furniture, and will collect two such items from each household approximately every thirty days. - Are you affiliated with the Westminster Courthouse?
  The City is not affiliated with the Superior Court of California - County of Orange - West Justice Center. Please refer to their website for website for further assistance.
- Can I trim or cut down my parkway tree?
  No. Trees located in the parkway are City trees. These trees are trimmed according to a predetermined schedule. Visit the City's tree page.
- Can the City Attorney advise citizens in legal matters?
  No. The City Attorney cannot advise private citizens in legal matters. The City Attorney represents/advises the City Council, Planning Commission, City Departments, and other agencies, boards, commissions and committees. - They are flushing hydrants in my area and my water turned brown! Is that safe?
  Your water is safe. Though the sediment may discolor your water, it is not harmful. This is normal during flushing of the water system. If your water is discolored during flushings, discontinue use and resume after your water runs clear. This could take up to two hours after flushing stops. The Water Division recommends you avoid showering and washing clothes during the hours they are flushing in your area until your water runs clear. Even though the water is safe to drink, the color in the water could discolor clothes.
- What happens if my trash day falls on a holiday?
  If your regular trash day falls on a holiday that is observed by the Midway City Sanitation District, your trash will be picked up the following day. The remainder of the week will also be picked up one day later, with Friday pick up occurring on Saturday. - What is the difference between the City Attorney and the District Attorney?
  The City Attorney is appointed by the City Council and is the attorney for the City of Westminster. The City Attorney provides legal services for the Mayor, City Council and the various agencies, boards, commissions, committees and departments of the City of Westminster. The City Attorney prosecutes violations of the Westminster Municipal Code, but not any state code violations. The District Attorney is an elected official who prosecutes state criminal laws throughout Orange County.

- When does the City Council meet?
  City Council meetings take place at 7:00 p.m. on the second and fourth Wednesdays of the month at City Council chambers.
- Where is City Hall?

- Can I pave my front lawn?
  No. Current City codes require that at least 50% of your front yard be landscaped with foliage. You may not use your front lawn for off-street parking, or for permanent storage of vehicles. Using your front lawn as a parking lot is not only prohibited, it also contributes to a negative appearance in the community and decreases property values. Please do your part to follow City standards and maintain your front lawn.

  You don't need a "landlord" business license if you operate the only business that exists on your property. Unfortunately, it may be difficult in our records to tell that you are an owner-operator, particularly if the name you use for your business license doesn't exactly match the name the property is recorded under. - I received a letter from HdL saying I need a business license to lease my property. Is this true?
  Yes, pursuant to our Municipal Code (Sections 5.12.150 & 5.12.162), leasing of property is a business, and it requires a license as follows:
  - If you lease a commercial property (retail, office, industrial) to even a single tenant, you need to have a business license.
  - If you lease 3 or more residential units, even if they are not on the same property, you need to have a business license.

- What should owners of commercial properties know?
  All property owners are required to maintain their property. This includes paint, landscaped areas, parking areas, commercial center signage, and other structural improvements. Also, keep in mind that commercial parking areas are to be utilized for the parking of light passenger vehicles, and no overnight parking or storage is permitted.

Public Safety
- A car alarm is driving me crazy.
  If a car alarm is sounding continually, call the police department at (714) 898-3315, ext. 326, to report it.
- How can I find out why my vehicle was towed, where it is and how I get it back?
  Please call with your license plate number or your vehicle identification number. If you cannot locate that information, please be prepared to tell us the date, time and location your car was towed from. If your car was towed by a private party, we will inform you of the name of the tow company, the address if known, and a phone number to contact. If your vehicle was towed for police business, we will inform you of the reason for the car tow and present you with the pertinent information.
  
  In order to receive a vehicle release, you must present a current, valid driver's license and current registration. If you do not have a valid driver's license you must bring someone with you who does. You must be the registered owner or have authorization from the registered owner to obtain a release.
  
  If your car was impounded pursuant to California Vehicle Code Section 14602.6 (driving while his/her license has been suspended, revoked or without ever having been issued a CDL), your car has been impounded for 30 days. You have a right to a hearing to determine the validity of the impound. You must respond in writing, by phone, or in person to schedule a hearing within 10 days of the date of your notice. Once your vehicle is scheduled for release, you will need all pertinent DMV paperwork and current automobile insurance. - How can I obtain property from a vehicle that was towed when I am not the registered owner?
  There are two methods of receiving property from a vehicle if you are not the registered owner.
  1. You may contact the owner and have the owner come to the Police Department to sign a release for permission to retrieve property from the vehicle.
  2. If the owner is unable to come to the Police Department, you may have the owner prepare a letter authorizing you to remove your property from the vehicle.
  A list of your property you are trying to retrieve needs to be listed in the letter. Have the owner include a copy of their driver’s license or California identification with the letter. There is no fee for this service.
- How do I contest my parking citation?
  If you received a parking citation issued by the Westminster Police Department and believe it was issued in error, you may request an Initial Administrative Review of the citation.
  
  You must contest your citation within the first twenty one (21) calendar days following its issuance by requesting the review form in person or in writing.

  When contesting a parking citation, please remember to include your citation number, vehicle license number and all relevant information you believe supports your case, including copies of supporting documents and any photographs (not returned).

- How do I obtain a “clearance letter” to show that I do not have a criminal record?
  You must be a resident or at one time resided in the City of Westminster. You may come to the front counter at the Police Department and present a valid form of photo identification (Drivers License, California Identification, or a passport with a fairly recent photo). A record check of our computer system will be conducted to determine if you have been arrested by our Police Department. Copies of our arrest records only go back to 1997 unless the individual was arrested for retainable felony cases. All other records have been purged and cannot be substantiated with documentation. We will provide you with a letter regarding your criminal history status in our city.
- How do I obtain a copy of a juvenile arrest record?
  Orange County Juvenile Court limits access to juvenile court records in accordance with T.N.G. v Superior Court (1971) 4 C3d 767, 94 CR 813, and Welfare and Institution Code Section 827. Certain reports may be obtained at the Police Department if you are the minor or parents/guardian of the juvenile. If we are unable to release the report, we will provide you with a form to petition the Orange County Juvenile Court or you may obtain the form from the Juvenile Court, 341 City Drive, P.O. Box 14169, Orange, CA 92613, (714) 935-7000.
  
  The completed petition can be mailed to the above address or delivered to Juvenile Court Reception on the second floor of the Lamoreaux Justice Center. The Juvenile Court does not accept petitions via facsimile. After reviewing the petition, the Presiding Judge of Juvenile Court will either grant or deny the request. A certified copy of the petition is then returned by mail to the petitioner if the petition is granted.
- How do I obtain a parking permit?
  The City of Westminster does not issue parking permits at the present time.
- How do I request an Administrative Hearing?
  If you are dissatisfied with the results of the Initial Administrative Review you may request an Administrative Hearing of the violation no later than twenty one (21) calendar days following the mailing of the results of the Initial Review. The request must be accompanied with a deposit in the amount of the parking penalty. Checks/Money Orders should be made payable to the "City of Westminster" and include the citation number and the vehicle license number. Do not send cash in the mail.
  
  If you are unable to deposit the parking penalty, you must provide written proof of your inability to pay the amount due.
  
  You may request an "Application for Financial Evaluation" form by calling 1 (800) 781-7241.
  
  Please include two (2) copies of the first two pages of the most recent year's tax returns with your application.
  
  Administrative Hearings can be conducted either in person or by mail. You will be notified of your hearing date and time, should you choose to appear in person.

  Within 30 calendar days after the mailing of the final decision of the Administrative Hearing, the contestant may seek review by filing an appeal with the West Justice Center at 8141 13th St, Westminster, California, per CVC 40230(a). The West Justice Center will require a $25.00 filing fee for the appeal.
- I am the victim in a pending criminal case, and want to know if the defendant has been released from jail.
  The VINE Program is probably your best source of information. VINE stands for Victim Information and Notification Everyday, and is a free and anonymous service providing victims of crime with information and notification of the custody status of offenders in Orange County Jail. VINE is updated every 15 minutes.
  
  In order to use this service, VINE requires the victim to register by calling a telephone number to create a 4 digit Personal ID Number (PIN).   This site uses a 128-bit encryption, which is the standard level of encryption for government services. This is the same security used on all web payment applications.   If other citations exist on the same vehicle (same license plate, same owner) as the primary citation, they will be displayed as a courtesy. You may elect to pay any or all of the parking citations by clicking the box next to each citation you want to pay.
- Why isn't my parking citation in the system?
  If your citation was just issued, it is possible it has not been entered into the database yet. Usually tickets issued by Parking Enforcement Officers are entered into the database within 24 hours. These citations are computer generated. Handwritten parking citations are also written by Parking Enforcement Officers and Police Officers. The citation issued is the payment envelope.
