Westminster is a general-law city, incorporated in 1957, and operates under a council-manager form of government. The five-member City Council consists of a directly-elected at-large mayor and four council members elected by district; elected officials serve four-year staggered terms. The vice mayor is selected by the City Council on an annual basis.
