Wireless Telecommunications Facilities in the Public Right-of-Way

The City of Westminster regulates the encroachment of telecommunication facilities in the public right-of-way with Chapters 12.38 and 17.400.177 of the Municipal Code. The City’s revised Zoning Code went into effect on April 1, 2019. The purpose and the intent of the code is to provide standards for the permitting, development, siting, installation, design, operation and maintenance of wireless telecommunications facilities in the City’s public right-of-way.

The Public Works Department permits small cell wireless telecommunication equipment on streetlights located in the City’s right-of-way. Installation of small cell facilities shall be constructed in conformance with the latest City standards and Southern California Edison standards. A Wireless Telecommunications Facility Permit and an Encroachment Permit are required for all small cell sites. All permit applications must be submitted at a pre-scheduled appointment.
