Consolidated Plan 

Every five years, the City develops a Five-Year Consolidated Plan as required by the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan establishes a strategy for how the City will invest federal Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funds to meet Westminster's ongoing affordable housing, community development, economic development, and public service needs.

These funds currently support our summer youth program, Project SHUE, senior meals, fair housing programs, affordable housing development, street overlays, and more.

An important part of the process was gathering input from Westminster residents and stakeholders to identify the most important community needs. A community workshop was held on October 22, 2019, the PowerPoint presentation can be viewed below.

The 2020-2025 Consolidated Plan was adopted by the Westminster City Council on May 13, 2020. 

Annual Action Plan

Each program year, the City of Westminster reports to HUD how it plans to spend Federal CDBG and HOME funds in its Annual Action Plan to address the priority needs and specific goals identified in the Consolidated Plan. Each Annual Action Plan covers a single program year beginning July 1 and ending June 30.

Citizen Participation Plan

The Citizen Participation Plan provides citizens, especially low and moderate income citizens of the community where HUD-funded activities will take place, an opportunity to participate in the planning, implementation, and assessment of the programs and projects.

Analysis of Impediments to Fair Housing Choice (AI)

As a recipient of federal funds, the City is required to conduct an analysis to identify barriers to fair housing choice. The AI outlines fair housing priorities and goals to overcome fair housing barriers and lays out meaningful strategies to affirmatively furthering fair housing.

HUD’s definition of “fair housing choice” means the ability of persons, regardless of race, color, religion, sex, handicap, familial status, or national origin, of similar income levels to have available to them the same housing choices.

The Lawyers’ Committee for Civil Rights Under Law (Lawyers’ Committee), in consultation with Orange County jurisdictions and with input from a wide range of stakeholders through a community participation process, prepared the AI. The most recent AI (2020/2021-2024/2025) was adopted by City Council in May 2020.

Consolidated Annual Performance and Evaluation Report (CAPER)

At the end of each program year, the City is required to submit a report to HUD, which documents program performance and accomplishments for the use of CDBG and HOME funds.
