Homelessness has reached crisis levels both locally and nationally. The City of Westminster recognizes the needed efforts to best address those who are homeless or at risk of becoming homeless. On September 24, 2014, the Mayor and City Council approved the creation of a comprehensive Citywide Homeless Prevention and Rapid Rehousing Program (HPRP). The HPRP consists of an inter-departmental partnership between Community Services Department, Family Resource Center (FRC), the Police Department and the Grants and Housing Division to assist and provide stabilization services to the community.
