A specific plan is a tool a city may use to implement the goals, objectives, and policies of its General Plan. Similar to a Zoning Code, such plan will contain detailed standards, distribution of land uses, infrastructure requirements, and implementation measures for orderly development of the City. However, unlike a citywide Zoning Code a specific plan is intended for a specific geographic area. This allows for greater flexibility and provides an opportunity to focus regulations and standards on the goals of this specific area.

The Moran Street Specific Plan was approved by the City Council in March 2012. The Bolsa Row Specific Plan was approved in June 2018. The Westminster Mall Specific Plan was approved in December 2022. Pursuant to the General Plan, six more are expected to be developed over time.
