The primary purpose of this Handbook of Water Efficiency Landscape Measures is to provide procedural and design guidance for project applicants proposing landscape installations or rehabilitation projects that are subject to the requirements of the City’s Water Efficiency Landscape Measures, as specified in Section 17.310.010 (Applicability) of Chapter 17.310 (Landscaping) of the Westminster Municipal Code. This Handbook is also intended for use and reference by City staff and consultants in reviewing and approving designs and verifying compliance with the Water Efficiency Landscape Measures stated herein.
