Alarm Permits
The fee is $30 for your new permit. Business alarm permits require an annual renewal and residential permits are renewable every three years. The renewal charge is $30. This fee applies to both commercial and residential alarm permit applications.
Permits must be renewed every year for commercial establishments and every three years for residential alarm holders. Your renewal deadline will be the last day of the month we issued your permit.
No. Only one alarm permit is required per address.
No, permits do not transfer to new owners or new locations. As a new owner, you must re-apply for the permit and pay the fee. We also will need to update the information for that address.
Anyone with a security alarm system (monitored or unmonitored) in a home or business within the Westminster city limits must have a permit.
Penalty per violation:
- First violation: $100
- Second violation: $200
- Third and subsequent violations: $500
As a courtesy, renewal forms will be mailed to all permit holders at the mailing address on file. However, it is the responsibility of the permit holder to ensure the permit is kept up to date.
Animals
Any dog four months of age or older that has been in or established residency in the city for more than fifteen days must be licensed with the City of Westminster. Dogs that are visiting for less than fifteen days must not be licensed, however, must be wearing a current license tag from the city in which it resides.
Cats do not need to be licensed.
The City of Westminster does not have off-leash dog parks. Dogs are allowed in all of our parks as long as the dog is kept on a leash no more than six (6) feet in length and in the hands of a person capable of controlling the dog. Always remember to pick up after your dog.
The Westminster Adoption Group & Services (WAGS) has pets available for adoption. Please keep in mind that you must meet certain criteria to be able to adopt a pet. Please call WAGS at (714) 887-6156 to get more information.
If you wish to maintain more than the legal limit of pets allowed, you must apply for an animal maintenance permit. You may request an application in person only at the Police Department front counter. The non-refundable permit processing fee must be paid at the time of application. It takes approximately 30-60 days to complete the process. At the discretion of Senior Animal Control Officer, the permit may or may not be granted.
If a neighbor's pet is bothering you due to noise, it’s preferable that you first try to contact the neighbor personally to see if the problem can be resolved prior to filing a formal complaint with Animal Control. If you have already contacted the neighbor and the problem has not been resolved, contact Animal Control to file a complaint. If you are complaining about a barking dog, you must fill out a Barking Dog Information Report to formally file your complaint. The Barking Dog Information Report can be mailed to you upon request, obtained online, or you may come to the Westminster Police Department front counter to request one.
Animal Control currently does not offer an owner relinquishment program. If you need to surrender your pet, you may do so by transporting the pet yourself to the Westminster Animal Care Center. Please contact them at (714) 887-6156 for further information and the fee schedule for pet relinquishment.
Please keep in mind that adoption is not guaranteed. Many health and behavior factors are taken into consideration before a pet is deemed adoptable.
Contact Animal Control at (714) 548-3201 to have a deceased stray animal removed from your property. Request for disposal of owned deceased animals is provided, however, a disposal fee is charged. Contact Animal Control for information on this type of service.

If your call is urgent, such as the stray animal causing a traffic hazard or is aggressive, please contact Police Dispatch at (714) 548-3212.
There are no leash laws pertaining to cats. If you are reporting a stray cat that is able to be handled safely and would like it to be picked up, contact Animal Control. The cat must be confined in a transportable container such as a sturdy box or carrier.
Contact Animal Control at (714) 548-3201 to report the incident. You will be asked to provide the exact location of the pet and a description. If the matter is urgent and requires an immediate response by an Animal Control Officer, contact Police Dispatch at (714) 548-3212.

All dogs must be on a leash no longer than six (6) feet in length, and in the hands of a person capable of controlling the dog whenever on public property. Dogs and other animals cannot be on any private property without the consent of the property owner.
The City of Westminster allows up to three dogs over the age of 4 months or three cats over the age of 4 months or any combination thereof. Any more than that would require the pet owner to apply for an animal maintenance permit. If you have, or maintain, more than the number of pets allowed without a permit, you are in violation of Westminster Municipal Code 6.12.020 and may be subject to citation.
Feral cats are wild and most of time cannot be handled safely. Cats will not be picked up unless properly confined. Animal Control provides traps for rent to Westminster residents on a first come first serve basis. Please call Animal Control prior to coming to the Police Department front counter to make sure a trap is available. Valid identification and a deposit are required for the issuance of a trap.
Animal Control does not respond to calls regarding wildlife unless it is deceased, injured, or orphaned. If you are reporting injured wildlife, it must be confined placing a box or other such item like a laundry basket over it. If it is able to be handled safely, you may place it inside a transportable container such as a sturdy box or carrier. Once the animal is properly confined, call Animal Control at (714) 548-3201 for pick up.
Residents are able to trap wildlife in humane traps and relocate it themselves. Animal Control will not relocate healthy wildlife that has been trapped. If you are uncomfortable or uneasy trapping wildlife, you may contact a licensed private animal trapping and removal service found in your local yellow pages or online.
If you are reporting mallard ducks, please keep in mind that they are federally protected birds and in most cases cannot be removed. Animal Control is restricted by the California Department of Fish and Game to remove healthy wildlife from private or public property. You may contact Orange County Vector Control at (714) 971-2421 for rat problems. Any other type of pest removal, such as gophers and mice, is the responsibility of the property owner. The property owner may contact a private pest control company for these issues. Other types of wildlife may be protected by state or federal law. It is the pet owner's responsibility to obtain veterinary care for the sick or injured pet. There are many local veterinary offices that can care for your sick or injured pet. If your pet becomes sick or is injured after hours or on a weekend, search online or look in the yellow pages for 24 hour emergency veterinary facilities.
If you have been bitten by an animal and there is a skin break, Animal Control may have to quarantine the animal or have it tested for rabies. Dogs and cats are routinely subject to quarantine if they have caused a skin break with their teeth to a human. Dog owners having knowledge that their dog or cat has bitten another person are required to report the incident to Animal Control immediately.
Not all animals are subject to quarantine. Animal Control does not routinely examine low risk animals such as rabbits, rodents, hamsters, or guinea pigs. To report an animal bite, contact Animal Control at (714) 548-3201.
Contact Animal Control if your pet is missing. We will create a lost pet report with the pet description and owner information in case the pet is found at a later date. If you are missing a pet, please make a strong effort to personally check the Westminster Animal Care Center and any other shelters nearby.
Contact Animal Control at (714) 548-3201 to have the animal removed. If no one is available to answer your call, you may contact Police Dispatch at (714) 548-3212. Try to keep the dangerous animal under observation until the Animal Control Officer arrives, but do not approach it.
Rabies is a viral disease that can affect most warm-blooded animals. In the US today, most cases are found in wildlife such as bats, racoons, and skunks. Vaccinations for this disease are readily available for your pet, and are required by state law. Please see the Orange County Animal Care for more information on rabies and locations to low-cost pet vaccination clinics.
Most veterinary hospitals offer spay and neuter services. Search online or check your local yellow pages for veterinary hospitals that offer low cost spay and neuter services.

(714) 887-6156There is no public agency that will remove bees from private property. If the bee hive is on private property, the property owner is responsible for contacting a private pest control company or a private bee keeping service for the removal of the hive.
If the bee hive is on public property, you may contact the City of Westminster Corporation Yard at (714) 895-2876. They will contact the appropriate service to eliminate the hive.
If bees are actively swarming and attacking humans please call 9-1-1.
Code Enforcement
No. Current City codes require that at least 50% of your front yard be landscaped with foliage. You may not use your front lawn for off-street parking, or for permanent storage of vehicles. Using your front lawn as a parking lot is not only prohibited, it also contributes to a negative appearance in the community and decreases property values. Please do your part to follow City standards and maintain your front lawn.
You should first contact the Code Enforcement Officer directly listed at bottom of the Notice. Once you have contacted the officer, if you still feel that the Notice was issued in error, you may contact the Code Enforcement Manager via telephone at (714) 548-3478.
Code Enforcement can be contacted through City Hall at (714) 548-3246. If the pollution is occurring at the time of your call, or after business hours, the police department can be contacted for action at (714) 898-3315.
If there is an immediate danger, dial 911. Otherwise, please report it to the Code Enforcement Division at (714) 548-3246 or via the MyWestminster mobile app. Dumping and/or abandonment of anything is a violation and subject to fines. You may contact the Midway City Sanitary District to schedule a free bulky item pick up to dispose of appliances and furniture at (714) 893-3553. No sign may be placed or maintained upon any portion of a public right-of-way, including street signs, street trees, or utility poles.

In Westminster, landlords leasing more than 3 residential units (units do not have to be on the same property) must also obtain a business license. Contact the Business License Division at (714) 548-3254.
All property owners are required to maintain their property. This includes paint, landscaped areas, parking areas, commercial center signage, and other structural improvements. Also, keep in mind that commercial parking areas are to be utilized for the parking of light passenger vehicles, and no overnight parking or storage is permitted.

If you are indoors, stay there. Get under a desk or table, or crouch down along an inside wall or hallway. If you are outdoors, get into an open area away from trees, buildings, walls and power lines. If you are driving, pull your car to the side of the road and stop. Avoid overpasses or power lines. Remain inside until shaking is over. If you are in a highrise building, stay away from windows and outside walls. Get under a table. Do not use elevators.

Sandbags are available at the City Yard, 14381 Olive Street, Westminster during inclement weather. Sandbags are limited to 12 per resident and identification is required.
Parking Citations
If you received a parking citation issued by the Westminster Police Department and believe it was issued in error, you may request an Initial Administrative Review of the citation.
You must contest your citation within the first twenty one (21) calendar days following its issuance by requesting the review form in person or in writing.

When contesting a parking citation, please remember to include your citation number, vehicle license number and all relevant information you believe supports your case, including copies of supporting documents and any photographs (not returned).

If you are dissatisfied with the results of the Initial Administrative Review you may request an Administrative Hearing of the violation no later than twenty one (21) calendar days following the mailing of the results of the Initial Review. The request must be accompanied with a deposit in the amount of the parking penalty. Checks/Money Orders should be made payable to the "City of Westminster" and include the citation number and the vehicle license number. Do not send cash in the mail.
If you are unable to deposit the parking penalty, you must provide written proof of your inability to pay the amount due.

Please include two (2) copies of the first two pages of the most recent year's tax returns with your application.
Administrative Hearings can be conducted either in person or by mail. You will be notified of your hearing date and time, should you choose to appear in person.

If no Administrative Hearing is requested, the results of the Initial Review become final 21 calendar days following the mailing of the results of the Initial Review. Failure to appear at your Administrative Hearing will result in fine forfeiture.
Within 30 calendar days after the mailing of the final decision of the Administrative Hearing, the contestant may seek review by filing an appeal with the West Justice Center at 8141 13th St, Westminster, California, per CVC 40230(a). The West Justice Center will require a $25.00 filing fee for the appeal.

The rules about parking in the City of Westminster may be found online under Municipal Codes. Parking regulations may also be found in the California Vehicle Code.
If other citations exist on the same vehicle (same license plate, same owner) as the primary citation, they will be displayed as a courtesy. You may elect to pay any or all of the parking citations by clicking the box next to each citation you want to pay.
If your citation was just issued, it is possible it has not been entered into the database yet. Usually tickets issued by Parking Enforcement Officers are entered into the database within 24 hours. These citations are computer generated. Handwritten parking citations are also written by Parking Enforcement Officers and Police Officers. The citation issued is the payment envelope. Police Recruitment
During the interview, we’re going to ask questions about you as a person, as well as questions pertaining to why you want to work for us, and the skills you possess.
We’re also going to see how well you have prepared, and your specific desire to work at the Westminster Police Department. What do you know about our department? Who is our leadership team? What’s the population, square mileage, and ethnicity of our community?
The interview panel will also be looking at your attire, your hygiene, and how you handle yourself in the interview. Are you confident or reserved? Are you arrogant or militant? Can you speak confidently, or are you scared and intimidated?
Law enforcement is a unique and challenging career choice. This job is not for everyone. It is not a job you simply "try out." If you have never researched police work before and know nothing about law enforcement, we highly recommend you take a detailed look into what we really do, how we do things and what it takes to do them. Prior to beginning any career in law enforcement you are required to complete a 6 month police academy, like the Academies offered at Goldenwest College and Rio Hondo Junior College. You will be involved in an intense background investigation. There will be detailed and confidential information asked of you regarding your criminal history, illegal drug usage, personal finances, medical history, schooling, job history, including personal and job references, prior room mates, current and former spouses, landlords, current and past neighbors and many other resources helpful in determining moral character.
You will be subject to a polygraph examination, written and oral psychological examinations, a medical examination, oral interviews and a variety of requests for specific documentation and information in order to complete the hiring process.
- Everything we do in law enforcement is documented. This documentation is then viewed by other police officers, supervisors, attorneys, judges, all parties to a crime etc. This documentation can be released to the public, and your credibility and the department's professionalism is on display for the world to see. Although it may seem small, when people find errors in your written documentation, they may wonder what other errors were made in the arrest of subject or an investigation.
Professional Standards Unit
Yes. Depending upon the situation, the Department of Justice (DOJ) or the Orange County DA's Office may conduct a review of any complaint that alleges that a crime was committed. Further, if a violation of Federal law is alleged, a referral may be made to the appropriate Federal Agency.
If the complaint is of a serious nature or the complaint alleges that a member of the department has committed a crime, the Professional Standards Unit will conduct the investigation. If the complaint alleges minor violations of departmental policies and/or procedures, or the complaint alleges acts of discourtesy, the complaint will be forwarded through the chain of command to the member's immediate supervisor for an investigation.

Complaints will be accepted in person, by telephone or by letter. It is preferred that the complaint be made in person by the individual who is directly involved in the allegation against the Westminster Police Department employee.
- Any Supervisor of the Department may accept a complaint.
- Upon receiving the complaint, it will be forwarded to the Professional Standards Unit.
- When the Professional Standards Unit receives a complaint, either the Professional Standards Unit will investigate, or it will be forwarded to the appropriate Supervisor for an investigation.
No. But if a person deliberately makes a false complaint and statement against a member, that person may be criminally prosecuted or held civilly liable.
We report directly to the Executive Command Staff of the department, which includes the Chief of Police.
The complainant and the Department member will be notified that the case is concluded and what the finding was. The case files will not be released. They will be maintained confidentially unless a judge orders disclosure(s).
The Professional Standards Unit is responsible for receiving, processing, supervising and controlling investigations that involve allegations of criminal conduct and acts of misconduct involving members of the Westminster Police Department.

The Professional Standards Unit has the responsibility to investigate:
- Any allegation of criminal conduct involving any member of the department.
- Any allegation of misconduct involving any member of the department.
- Allegations of unnecessary or excessive force used by a member of the department during the performance of their duty.
Police Officers are protected by the Law Enforcement Officer's Bill of Rights and their labor contract. Internal investigations remain confidential until they are concluded. By law, no person involved in the investigation, to include the complainant, witnesses, investigated members, or the Investigators may disclose any information regarding the investigation until it is concluded.
Public Safety
If a car alarm is sounding continually, call the police department at (714) 898-3315, ext. 326, to report it.
Please call with your license plate number or your vehicle identification number. If you cannot locate that information, please be prepared to tell us the date, time and location your car was towed from. If your car was towed by a private party, we will inform you of the name of the tow company, the address if known, and a phone number to contact. If your vehicle was towed for police business, we will inform you of the reason for the car tow and present you with the pertinent information.
In order to receive a vehicle release, you must present a current, valid driver's license and current registration. If you do not have a valid driver's license you must bring someone with you who does. You must be the registered owner or have authorization from the registered owner to obtain a release.
If your car was impounded pursuant to California Vehicle Code Section 14602.6 (driving while his/her license has been suspended, revoked or without ever having been issued a CDL), your car has been impounded for 30 days. You have a right to a hearing to determine the validity of the impound. You must respond in writing, by phone, or in person to schedule a hearing within 10 days of the date of your notice. Once your vehicle is scheduled for release, you will need all pertinent DMV paperwork and current automobile insurance. There are two methods of receiving property from a vehicle if you are not the registered owner.
- You may contact the owner and have the owner come to the Police Department to sign a release for permission to retrieve property from the vehicle.
- If the owner is unable to come to the Police Department, you may have the owner prepare a letter authorizing you to remove your property from the vehicle.
A list of your property you are trying to retrieve needs to be listed in the letter. Have the owner include a copy of their driver’s license or California identification with the letter. There is no fee for this service.

You must be a resident or at one time resided in the City of Westminster. You may come to the front counter at the Police Department and present a valid form of photo identification (Drivers License, California Identification, or a passport with a fairly recent photo). A record check of our computer system will be conducted to determine if you have been arrested by our Police Department. Copies of our arrest records only go back to 1997 unless the individual was arrested for retainable felony cases. All other records have been purged and cannot be substantiated with documentation. We will provide you with a letter regarding your criminal history status in our city.
Orange County Juvenile Court limits access to juvenile court records in accordance with T.N.G. v Superior Court (1971) 4 C3d 767, 94 CR 813, and Welfare and Institution Code Section 827. Certain reports may be obtained at the Police Department if you are the minor or parents/guardian of the juvenile. If we are unable to release the report, we will provide you with a form to petition the Orange County Juvenile Court or you may obtain the form from the Juvenile Court, 341 City Drive, P.O. The completed petition can be mailed to the above address or delivered to Juvenile Court Reception on the second floor of the Lamoreaux Justice Center. The Juvenile Court does not accept petitions via facsimile. After reviewing the petition, the Presiding Judge of Juvenile Court will either grant or deny the request. A certified copy of the petition is then returned by mail to the petitioner if the petition is granted.
The City of Westminster does not issue parking permits at the present time.
If you are dissatisfied with the results of the Initial Administrative Review you may request an Administrative Hearing of the violation no later than twenty one (21) calendar days following the mailing of the results of the Initial Review. The request must be accompanied with a deposit in the amount of the parking penalty. Checks/Money Orders should be made payable to the "City of Westminster" and include the citation number and the vehicle license number. Do not send cash in the mail.
If you are unable to deposit the parking penalty, you must provide written proof of your inability to pay the amount due.

If your property is of a commercial nature and is properly posted, you may call a tow company for a private property impound. If the vehicle is on private property, such as a single family residence, the property owner may have the vehicle towed away after notification to the local traffic law enforcement agency, per California Vehicle Code 22658(a). Any charges arising from the tow may be recovered through civil means from the registered owner of the vehicle.

Costs
To determine the price of your report, you may call the Records Division at (714) 548-3218. The price per page is $.30, and the average length of a report can range from 1 to 10 pages long. We recommend having, at least, $10 dollars handy to cover the cost of a report. We do accept Visa and Mastercard.
Releasing a Report
Some reports take approximately 10-14 days, so it is highly encouraged to call the Records Division to check on the availability of your report at least two weeks before you need it. Same-day service is not always available due to the necessary steps to review the case and, potentially, redact the case from information that may not be eligible for release.
Under the California Public Records Act, some reports are not releasable and your request may need to be reviewed by the Records Division. Our Records Specialists have ten (10) business days to determine if and when a report can be released. You will be notified if we are unable to release the report.
If you were arrested by the Westminster Police Department, you can obtain a copy of the arrest report only after your case has been adjudicated. Prior to adjudication, you must contact the District Attorney’s Office for a copy. Some arrest records may contain information that cannot be released or may need to be redacted. If your report falls under this category, we will inform you at the time of the request what information we can provide you.
Access to criminal history summary records maintained by the California Department of Justice is restricted by law to legitimate law enforcement purposes and authorized Applicant Agencies. Individuals have the right to request a copy of their own criminal history record from the department to review the information for accuracy and completeness. Requests from third parties are not authorized and cannot be honored by the department. If you would like to review the accuracy and completeness of your own criminal history record follow the instructions listed on the Attorney General’s website.
There are two methods of receiving property from a vehicle if you are not the registered owner.
- You may contact the owner and have the owner come to the Police Department to sign a release for permission to retrieve property from the vehicle.
- If the owner is unable to come to the Police Department, you may have the owner prepare a letter authorizing you to remove your property from the vehicle.
A list of your property you are trying to retrieve needs to be listed in the letter. Have the owner include a copy of their driver’s license or California identification with the letter. There is no fee for this service.
- Welfare and Institutions Code Section 781 permits persons who acquired records as juveniles to petition the juvenile court to have those records sealed. Information and documents to initiate this record sealing process are available from the Orange County Probation Department. You may call (714) 569-2000 to receive more information.
You must be a resident or at one time resided in the City of Westminster. You may come to the front counter at the Police Department and present a valid form of photo identification (Drivers License, California Identification, or a passport with a fairly recent photo). A record check of our computer system will be conducted to determine if you have been arrested by our Police Department. Copies of our arrest records only go back to 1997 unless the individual was arrested for retainable felony cases. All other records have been purged and cannot be substantiated with documentation. We will provide you with a letter regarding your criminal history status in our city.
Orange County Juvenile Court limits access to juvenile court records in accordance with T.N.G. v Superior Court (1971) 4 C3d 767, 94 CR 813, and Welfare and Institution Code Section 827. Certain reports may be obtained at the Police Department if you are the minor or parents/guardian of the juvenile. If we are unable to release the report, we will provide you with a form to petition the Orange County Juvenile Court or you may obtain the form from the Juvenile Court, 341 City Drive, P.O. Civil subpoenas are served to the “Custodian of Records” during regular business hours Monday through Friday, 8:00 a.m. to 5:00 p.m., open lunch, and are served by attorneys.
Civil subpoenas for police records only may be served for an established court hearing. Typical police records includes arrest reports, traffic collisions reports.. calls for service or event logs, photographs, 911, dispatch audio recordings, body worn cameras and evidence video, may be served for an established court hearing.

Please call with your license plate number or your vehicle identification number. If you cannot locate that information, please be prepared to tell us the date, time and location your car was towed from. If your car was towed by a private party, we will inform you of the name of the tow company, the address if known, and a phone number to contact. If your vehicle was towed for police business, we will inform you of the reason for the car tow and present you with the pertinent information.
In order to receive a vehicle release, you must present a current, valid driver's license and current registration. If you do not have a valid driver's license you must bring someone with you who does. You must be the registered owner or have authorization from the registered owner to obtain a release.
If your car was impounded pursuant to California Vehicle Code Section 14602.6 (driving while his/her license has been suspended, revoked or without ever having been issued a CDL), your car has been impounded for 30 days. You have a right to a hearing to determine the validity of the impound. You must respond in writing, by phone, or in person to schedule a hearing within 10 days of the date of your notice. Once your vehicle is scheduled for release, you will need all pertinent DMV paperwork and current automobile insurance.
