On February 12, 2019, the Westminster City Council reviewed and approved the City’s first mixed-use affordable housing project, Westminster Crossing, which includes 45 affordable residential rental units (one unit is for an on-site manager), 20 permanent supportive housing units, and approximately 4,200 square feet of non-residential space. The developer, Meta Housing Corporation, specializes in affordable and mixed-income apartment communities.
In December of 2019, project construction began on the southeast corner of Westminster Boulevard and Locust Street. According to Meta Housing Corporation, construction is anticipated to be completed by the end of 2021.
An exciting part of the project design includes public art on the building walls, which is required as a condition of the Council’s approval. The areas colored in green below identify the placeholders for public art along the street corner.
The City is embarking on a collaborative effort with Meta Housing Corporation to select the artist and artwork. Initially, the effort involved in-person community meetings to select the artist and artwork; however, the effort has evolved due to the pandemic.
We conducted our first survey in December of 2020. In that survey, we asked the community to help us select an artist from three potential candidates. As a result of the survey, Sonia Romero was selected as the winning artist. Since then, she produced two concepts for the artwork. Take a look at the two concepts in the links below.

The community survey concluded on September 23, 2021.
