The City of Westminster held a Public Hearing at the City Council meeting on November 30, 2022 at 7:00 PM to consider the proposed Westminster Mall Specific Plan (WMSP). At the conclusion of the hearing, the Mayor and City Council voted unanimously (5-0) to introduce an ordinance approving the WMSP, certify the Environmental Impact Report, and approve associated amendments to the General Plan. On December 14, 2022, the City Council will conduct a second reading of the Ordinance approving the WMSP. Once the Council reads, passes, and adopts the Ordinance, the WMSP will become effective 30 days from its adoption. The City greatly appreciates the community involvement throughout the Specific Plan process, and hopes to see continued engagement in the future.

Westminster Mall Community Open House Presentation

There was a Community Open House on September 22, 2022 from 6:30 PM to 8:30 PM in the East/West Room of the Community Services Building (8200 Westminster Blvd., Westminster, CA 92683). The event was an opportunity to learn more about the City’s planning efforts and how the community’s feedback was incorporated in the WMSP. History

With the adoption of the 2016 General Plan, six mixed-use areas were approved around the City. In accordance with the General Plan, a Specific Plan must be adopted for each designated area. A Specific Plan essentially creates the rules and zoning for development in the area, including certain restrictions like height, density, and even the design standards that must be adhered to by all involved property owners. The Westminster Mall Specific Plan is the first of these plans to be developed.

The Westminster Mall site has five different property owners and two long-term lessees, and the City has been working to engage them as a part of the Specific Plan process. While some owners have vacant buildings and are ready for change, other owners are happy with current operations, and do not see any modifications to their sites in the near future. The Specific Plan must therefore be a long-term working document with a cohesive vision that allows for changes over time, should property owners wish to redevelop in the future.

A public outreach process has also been an important component of the Specific Plan. Since initiating the process, an online survey was conducted, three pop-ups at City events were held, and four community meetings took place - two of which were both in person and on Facebook Live (and can still be watched on the City's Facebook page).
